What Can Business Physical Disaster Loans Be Used For
Business Physical Disaster Loans provide up to $2 million to repair or replace damaged physical property including machinery, equipment, fixtures, inventory, and leasehold improvements that are not covered by insurance.18Damaged vehicles normally used for recreational purposes may be repaired or replaced with SBA loan proceeds if the borrower can submit evidence that the vehicles were used for business purposes.
Why You Should Complete The Sba Application:
The federal funding process stops at this point for those who choose not to apply. If you apply and are not eligible for a low-interest disaster loan, this may open the door to an additional grant from FEMA. If SBA does not approve a loan or approves a small loan that doesn’t cover all of your needs you may be eligible for additional FEMA grant assistance to replace essential household items, replace or repair a damaged vehicle, cover storage expenses or meet other disaster-related needs.
There are important reasons to complete and send the application to the SBA, even if you think you dont currently need a loan.
- You may discover in the next few weeks that you were underinsured for the amount of work required to repair or replace your home. An SBA low-interest disaster loan may cover some or all of the difference. In other words, the SBA may bridge the gap between your recovery costs and the settlement amount.
- SBA offers loans for homeowners up to the $200,000 statutory maximum to repair or replace your primary residence. The loans are customized to your personal financial circumstances. On a case-by-case basis, the SBA may be able to assist with refinance of your current mortgage.
- SBA can also help renters and homeowners replace household contents and vehicles, referred to as personal property. You may be able to borrow up to the $40,000 statutory maximum to repair or replace clothing, furniture, cars or appliances that were damaged or destroyed in the disaster.

What Are Sba Loan Processing Times For Disaster Loans
SBA uses approximate processing standards based on tiered levels of application volumes for all disaster loans: two to three weeks for less than 50,000 applications per year three to four weeks for 50,001-250,000 applications per year four-plus weeks for more than 250,000 applications per year and more than four-plus weeks for more than 500,000 applications per year .10
According to SBA, the percent of disaster loans processed according to the tiered standard performance goal was 100% in FY2010, 100% in FY2011, 95% in FY2012, 55% in FY2013, and 100% in FY2014. SBA noted that its lower performance in FY2013 was largely due to increased loan volumes following Hurricane Sandy. A July 2015 SBA Office of Inspector General study found that SBA’s processing time for home disaster loans averaged 18.7 days and application processing times for business disaster loans averaged 43.3 days.11

SBA loans are not just for businesses. In a presidentially declared disaster, these long-term, low-interest loans are available to homeowners and renters as well as businesses of all sizes. SBA loans are the largest source of federal disaster recovery funds for survivors.
In planning your recovery from the storms and tornadoes, give yourself the widest possible set of options, which includes an SBA loan.
The opportunity to apply for an SBA loan is part of the process of submitting an application for federal disaster assistance. After you apply with FEMA, you may receive a letter referring you to SBA. Even if you think you wont qualify for a loan, you should complete the loan application and return it anyway.
You are not obligated to accept the loan.
Remember, if youre turned down for a loan or receive a loan that wont cover your needs, you may be referred back to FEMA for additional assistance. If you choose not to accept the loan, those additional resources may not be available to you.
FEMA may be able to compensate you for necessities such as disaster-related car repairs, essential household items and other serious disaster-related expenses.

Stafford Disaster Relief and Emergency Assistance Act 2 and three types of SBA declarations.3 While the type of declaration may determine what types of loans are made available, declaration type has no bearing on loan terms or loan caps. About the U.S. Small Business Administration
Can Disaster Loans Be Used In Conjunction With Insurance Or Other Types Of Assistance
Disaster loans may be used in conjunction with other types of assistance including insurance but only to the extent to which there is no duplication of assistance. Section 312 of the Stafford Act requires federal agencies providing disaster assistance to ensure that businesses and individuals do not receive disaster assistance for losses for which they have already been compensated. An individual receiving federal assistance for a major disaster is liable to the United States when the assistance duplicates benefits provided for the same purpose.
FEMA regulation 44 C.F.R. 206.191 establishes policies and procedural guidance to ensure uniformity in preventing duplication of benefits, including a “delivery sequence” of disaster assistance provided by volunteer organizations and certain federal agencies. According to the regulation, the agency or organization that is lower in the delivery sequence should not provide assistance that duplicates assistance provided by a higher level agency or organization.
SBA regulation 13 C.F.R. 123.101 prohibits applicants from receiving a home disaster loan if their damaged property can be repaired or replaced with the proceeds of insurance, gifts, or other compensation. These amounts must either be deducted from the amount of the claimed losses or, if received after SBA has approved and disbursed a loan, must be paid to SBA as principal payments on their loans.
