The CRRSAA created the opportunity for businesses and nonprofits to apply for a second PPP loan if they meet certain criteria. The second-draw loans are more targeted than first-time PPP loans, and to qualify, businesses must 1) have previously received a PPP loan and used the full amount only for authorized uses 2) have fewer than 300 employees and 3) have had a 25% reduction in gross receipts during at least one quarter of 2020 versus the same quarter of 2019. The maximum loan size for a second PPP loan is $2 million versus $10 million for a first-time PPP loan. Additionally, the SBA has that may be useful.

What To Do If You Missed Out On Round 1 Of Ppp

You’ll need to get ready immediately for round two, as these funds will go even faster. One lesson learned in the first round of PPP loan funding is that the community banks and smaller credit unions have been more responsive to the traditional “small” business owner. You could benefit from the paycheck Protection programs only if your business was in operation by February 15, 2020. To benefit from this incredible program, you need accounting and bookkeeping services to display your financial records correctly.

PPP enables an incentive for small business owners to retain their employees on the payroll. PPP was introduced in March 2020, allowing loans to small businesses and sole contractors to cover their payroll costs for up to eight weeks.

When establishing a businesss PPP loan eligibility, the SBA considers your employee count as the average number of employees for each pay period during one of the following intervals:

  • The last 12 months prior to your application submission
  • The 2019 calendar year
  • Your entire operational history, if youve been in business for less than a year

All employees are counted equally, regardless of whether they are working part- or full-time.

You must also include employees at any of your companys affiliate businesses in this count. Two companies are considered affiliates if one can control the other through majority-ownership or if they are both controlled by the same outside entity.

Would I Have Qualified For A Second Ppp Loan

Second PPP loans were designed to help small businesses that continued to struggle with the impact of COVID-19. Here were the requirements for the second PPP loan:

  • You received a first PPP loan
  • You must have used the full amount of your first PPP loan for authorized uses by the expected date of disbursement of your second draw PPP loan. You did not need to have your first PPP loan forgiven to qualify.
  • You must of had 300 or fewer employees. If you were an employer in accommodation or food services , you couldve had 300 employees at each of your businesss physical locations.
  • Your business must of been able to demonstrate a revenue reduction of 25% or greater in 2020 relative to 2019. This is calculated by comparing your quarterly gross receipts for one quarter in 2020 with your gross receipts for the corresponding quarter of 2019.
  • Your business could not of been permanently closed. If your business was temporarily closed or suspended, you were eligible.
  • Eligible business types included for-profit businesses, certain non-profits, independent contractors, sole proprietors, tribal businesses, and small agricultural coops.

Applying For The New Ppp Loan

Finding a Lender

The best place to start will be a bank youve used already. Last year, many national banks took applications only from borrowers they had worked with before.

Most borrowers seeking a second loan will be able to apply through the lender that issued their first loan.

Thousands of community banks and specialist lenders are also participating. The Small Business Administration runs a Lender Match program to connect applicants with willing lenders.

What I Need to Apply

Exact requirements vary by lender, but applicants will generally need copies of their payroll records. Many lenders will also request the businesss 2019 tax return and documents like articles of incorporation or a state business registration certificate.

Those seeking second loans will need records showing that their sales dropped at least 25 percent in one quarter last year. Lenders are not required to collect that proof before making a loan under $150,000, but they must get it before the loan is eligible to be forgiven. Most lenders plan to ask for it during the application process.

The Scale Of Ppp Loans By Sector

New round of PPP loans aims to reach minority owned businesses

Next we assess how the total amount of PPP lending was distributed across different sectors in terms of payroll expenses. Did some sectors receive more financial support than others? As was shown in table 2, the average size of PPP loans varies substantially by sector, but this finding could simply reflect the size of the small businesses in those sectors. The PPP loan program was designed to cover payroll expenses, and even for small businesses, employment is concentrated in the larger of those firms. To evaluate the scale of PPP loans made to each sector, we make loan amounts comparable by expressing them as a share of 10 weeks of the sectors payroll payments in the 2017 SUSB data. As can be seen in figure 4, many sectors received PPP funds equivalent to 90 percent to 110 percent of their 10-week payroll expenses.

When compared in terms of payroll expenses, wholesalers once again appeared to use the program less than other sectors, as they did when compared by percentage of loans to the sector. Sectors that appeared to use the program more by percentage of loans to the sector also received a larger share of the PPP loan total in terms of payroll.

Top Financing Options For Small Businesses In 2022

There arent any more PPP checks to be distributed, but that doesnt mean there arent plenty of choices for small business owners in need of financing. While none of these options are quite as attractive as PPP loans , they are long-term solutions untethered from the public health crisis and the governments response to it.

Key Changes In New Ppp Loans

It doesnt matter when in 2020 your business struggled. To be eligible for a second loan, you must show at least a 25% reduction in gross receipts in any quarter of 2020 versus the same quarter in 2019. This means that even if your gross receipts were down at the start of the pandemic and increased later in the year, as long as you can still show that your business earned less in that quarter of 2020 versus 2019, youre satisfying that requirement.

Forgiven PPP expenses are tax-deductible. The new law also eliminates the tax consequences of receiving a PPP loan if your PPP loan was forgiven, confirms Neil Bradley, executive vice president of the U.S. Chamber of Commerce. Previously, the IRS said business owners could not deduct forgiven PPP expenses like payroll from their taxes. It would be viewed as getting a double benefit, but many lawmakers noted that this was indeed their intention when crafting the Cares Act. This latest law codifies that intention.

You dont have to subtract Economic Injury Disaster Loans from your forgivable PPP funds. The SBA has canceled its previous requirement that anyone who received an EIDL and was applying for forgiveness had to first subtract the amount of the EIDL from the amount that could be forgiven. In other words, if you received both a $10,000 EIDL and a $100,000 PPP loan, youd only be able to get a maximum of $90,000 of your PPP forgiven.

Data On Ppp Loans By Sector

To begin to evaluate the impact of PPP loans, we need to know how many businesses the program reached, how generously the program reached businesses in different industry sectors, and how large the loans were relative to the size of the businesses that received them. In this section, we describe the data we use to obtain this information from loan-level data.

To identify the small businesses that obtained PPP loans, we use Small Business Administration data on PPP loans as of November 24, 2020, which we believe are the most complete accounting for PPP loans made in 2020.3 These data provide the specific loan amounts, the name of the beneficiary, and an NAICS code, which identifies the industry sector of the firm. The data include 5,155,987 loan records with a total value of approved loans of more than $522 billion. Both of these figures are updated from those reported in the August 8 SBA release , which were 5,212,128 loans and a total of $525 billion in approved loans. The reduction in the number of loans likely reflects the fact that some PPP loans were canceled while other loan amounts and other records appear to have been corrected. These data almost certainly still contain some errors, but they are the most complete report of PPP loan recipients available that can be used to assign loans to sectors.4

What Are The Loan Terms

PPP Lenders: Where to Apply for a PPP Loan

The interest rate for all PPP loans is set at 1%. PPP loans that were issued before June 5, 2020, mature in two years. Loans issued after June 5, 2020, have a maturity of five years. The maximum loan size for a first-time PPP loan is $10 million, and the maximum loan size for a second-draw loan is $2 million. No personal guarantee or collateral is required. Also, both the government and lenders involved with PPP are not allowed to charge small businesses any fees for processing these loans.

Application Process For First And Second

As noted above, applications for first- and second-draw PPP loans will be accepted by all SBA-approved lenders through May 31, 2021. Lenders have until June 30, 2021, to process loans.

There are two things you need to do:

  • Download and complete the 5-page first-draw loan application or 6-page second-draw application from the SBA website and
  • Contact an approved SBA lender and apply.
  • Keep in mind that first draw PPP loans are generally only for businesses that have never received a PPP loan in the pastwith exceptions noted in the eligibility section. Second-draw loans are for those who received a PPP loan earlier.

    What About The Second Round Ppp Loans

    As it stands today, the programâincluding the second round of fundingâis still limited to businesses that were operational before February 15, 2020.

    Itâs unclear if the Paycheck Protection Program will be opened up to businesses that became operational after that date. In 2020, many of the other relief programs were made more widely available as time went on. Itâs entirely possible relief funding will be made available to newer businesses in the future.

    The new funding measure approved by the Senate also includes an additional $10 billion for the Economic Injury Disaster Loan program. EIDLs are typically issued in the aftermath of natural disasters such as hurricanes, fires or earthquakes and provide a $10,000 immediate grant to small businesses that have been financially impacted, as well as low-interest loans up to $2 million. Given the overwhelming demand for the $10,000 grant and EIDL loan, the SBA last week limited the $10,000 grant to be paid to businesses based on a $1,000-per-employee formula up to 10 employees.
